i keep getting error 810003c1 while trying to connect to windows live messenger for a wek now. only solution i could find for it on web was changing region/country in login.live.com which i have done many times but no luck.

anyone knows what else could be the cause of this error?

Try MSN Web Messenger and see if you experience any problems:

Try to change the country in your MSN-settings (you can change back later).

As Digerati said, what version of WLM are you using? Try updating the version.

yes i have the latest version (wlm 9) downloaded few days ago from softpedia, though i finally got it to work. seems like they have banned users from Iran so i had to use proxy and change my settings to set the country to the region of my proxy server.

too sad ...

You'll get this if you are set to "Cuba" as well (just tried it). So, this does seem deliberate.
