12 MBS - sounds like the max speed for USB 1.1. If you are running Win XP I believe that usb 2.0 hispeed only comes with XP sp1 or higher.

If you are running original XP you might want to download a service pack.

Open Device Manager, expand Universal Serial Bus Controllers and post a screenshot (from both systems would be nice).

You need to make sure the drive is connected to a EHCI capable USB port as systems sometimes have a mix of controllers.

In addition to what DigeratiPrime said, before taking the screenshot, could you please do two things:

1. From the view menu select (check) Show hidden devices.

2. From the view menu select (check) Devices by connection and then find (navigate through the tree, expand nodes, until you come to) your device (the WD HDD).

That would explain a lot more.

In any case, you'd want to plug it in different USB ports on your computer until it's connected to Standard Enhanced PCI to USB Host Controller in one way or another (through a hub probably, but that isn't important).

Yup that would be more informative, but the screenshot you posted does show an Enhanced Host Controller [interface] so now just verify its plugged into that and it should just work...

For example notice my OCZ ATV USB flash memory drive:
