December 16, 200817 yr What OS & os version are you installing the waik on? I had the same issue with XP sp3 would not install.
December 17, 200817 yr Assuming the file exists, it's either corrupt or the installer is broken. You could run process monitor and filter on that file name/path to see what is being reported by the OS (and not the installer), which may be more accurate.
