wuaucpl.cpl is removed in my system and wuaucpl.cpl.manifest is still remaining this file can be deleted. its probally from the windows update control panel

No point keeping wuaucpl.cpl.manifest if wuaucpl.cpl doesn't exist.

I delete both and haven't had any problems.
