Install Order Ignored in WPI 6.5.1

Installs are done in alpha order regardless of what I put in the Install Order fields. I'm assuming this field is used so that when you check multiple items on the main page they install in a certain order. Any suggestions on where to start with this. Have done a search of the forum and found no similar issue.

In Options -> Installer: Is install by category checked?
