Try the nativeEx project from winbuilder.

Creates an Windows XP PE based boot disk with Explorer shell around 30~50Mb depending on compression you select.

Download winbuilder:

Run the program and inside the download center get the NativeEx project.

LiveXP (also on the download center) at the minimal size profile also builds a 50Mb sized ISO with explorer running well.
