Access 2007 wont open 2003 .mdb across network

I have recently installed MSO 2007 on a new PC and can not open a database file created with 2003 that resides on a remote network across an IPsec VPN. I have tried to change the security setting for trusted locations to include the network location but it keeps telling me I can use that location. 2003 worked fine with out this new "Trusted Location" thing. I could really use some help with getting this figured out. Thanks!

I read the link but I can open the database as long as it resides on the local computer and appears to work fine as long as I have it set for Access 2003 format. The link still doesnt explain why i cant set a trusted location across a network.

We are running XP pro. No vista. If I convert my understanding is that all users will need to upgrade to 2007?

Yes. So this is a business environment? Do you have write / modify permissions to the remote network?
