I have recently bought a laptop, not new, and there was still a password on it when i got it. As a result of this i have not been able to acess the laptop at all. I was just wondering if anyone knew any ways that I could get past the password?

Yes.

...ish

There are ways to obtain the password of an account, however, I'm not going to give you them right here. The better alternative would be to either use a bartpe disk with a password renew plugin to reset it, or, the better option would be to just do a complete reinstall. I would recommend the reinstall - you can get rid of all the old settings, remove any malware that might be lurking, etc. and start afresh.

If you're talking about the BIOS password to boot (before Windows even loads), you'll have to fish out the motherboard manual or contact the vendor, as most have a jumper you can remove to clear the CMOS password. This will reset all BIOS settings to defaults though, so be careful with this.

windows password use an offline password changer.

bios/hard disk/startup passwords depend upon the system and model. no universal method for these and some cannot be removed without motherboard replacement.
