what exactly is this?

It's something which is triggered from SVCPACK.INF. You yourself must know best what you added to your installation via SVCPACK.INF Run all applications which you added to SVCPACK.INF manually to see which one gives you this pop up. You'll need to recreate this specific package to run silently.
