You can update this yourself pretty easily. Unpack DefragglerCPL1.0.0.31.cab, then delete DefragglerCPL.cab. Install the latest version of Defraggler on your computer, copy Defraggler.exe to it's own director, then create a new DefragglerCPL.cab with the updated Defraggler.exe inside it. Edit entries_DefragglerCPL.ini to reflect the build date/version/etc., and repack the addon.
