customizing programs in XP pro

I want to be able to start say a program like yahoo messenger, but after say one hour of use, that it will automatically shut down and not be able to open it for 24 hours, is there a program or a registry setting which can achieve this?

one program i know of is Child Control, it is not free but it has 'Program Limits'
