how exactly did hfslip manage to keep just those three specific hotfixes out ? I ask because I have a ton of not-public/not in your list hotfixes and I was wondering if all of those were getting integrated as intended ?

$OEM$\$$\System32\drivers\etc\ (the $oem$ folder should be located not below but right next to your i386 folder) or HFEXPERT\WIN\System32\drivers\etc\

what you can try is, after windows is installed, extract the addon then run the executable that's inside the SVCPACK folder. if that doesn't work, download the installer from the website and see if you can install that by the way, why are there spaces in the .cab filenames ? you shouldn't have those, just to be on the safe side
