It would seem that you can't remove DNS from a DC. Did you "flushdns" and "registerdns" on your DNS server(s)?

When you ping a computername it is resolved into an IP address by your DNS server, so if this fails then the problem lies with DNS.

When you "ping" do you ping using the computer name or IP address?
What message do you get? Does it "time out"?

Personally, I would have both running DHCP (with different address ranges of course), so that if the Server is offline, at least your clients can get an IP address. Routers don't provide DNS as far as I am aware. Your Server will provide LAN DNS and your ISP will provide Internet DNS.

Have you tried the Group Policy editor? gpedit.msc?
Under "User Configuration"/"Start Menu and Taskbar" there are plenty of restrictions; Remove programs on the Settings menu (I don't think you can remove the Settings menu completely, but then I could be wrong!) etc.........
