You don't need to, you can base your custom build on the Anytime Upgrade DVD. You will need to extract the activation information from a running system, see this thread for more info.

You can follow my easy to use guide here: Clean Vista install WITH NO ACTIVATION to start from a clean install. Then you can use vLite to start customizing, or whatever else you want to use.
