Wireless network card not working

I have a Dell inspiron 8600 that I recently had to reinstall XP pro on due to virus's. I ran wipe drive to clean the hard drive then reinstalled the OS and installed the drivers/updates. All works fine except for the wireless. The wireless card does open but doesnt allways detect networks in the area and when I try to connect to a wireless network it does detect it cant get an IP. I tried Assigning static settings and it says its connected but I cant ping anything on the local or public network. I have installed all the current drivers. The wireless card is an Intel WM3A2100. Does anyone have any ideas as to what the issue is?
