vista and the new hardware requirments to run it

i have been thinking about getting vista since i heard that they (microsoft) really didnt scavenge much from failed builds. it intriged me but then i heard that they made dx10 only for vista i was shocked. what are we going to do for hardware. is it better to build a brand new pc to run vista or upgrade the old beast depending on how its put together?
