Time Out Problem

Greetings,

I'd be grateful for any help that can be offered.

I'm hopeful that there's some setting in Windows XP that's causing my problem, which I've missed.

I'm having trouble downloading files and using flash player audio. These problems seem to be some sort of timeout situation.

If I try to download mp3 files from a specific web site, the download stalls before it can complete. This web site is: http://www.abc.net.au/rn/scienceshow/default.htm

I've also tried to podcast the same files using KCRW (local radio station) podcast software. This process stalls during download also. Curiously, the download seems to stall at the same place (23%, for instance) wether I try to download the file directly from the "www.abc.net" site or podcast from KCRW.

Additionally, I'm having the same problem with this web site: http://www.thislife.org/

This radio show allows downloading an mp3 file of it's most recent weekly broadcast. This download stalls and won't complete. KCRW podcasts this mp3 file too and it's download stalls also.

http://www.thislife.org/ also allows the streaming of more than 300 shows in their archive using Flash Player. Occasionally, I can listen to a complete show but 95% of these streamed shows stall. A portion of the show will stream into the Flash Player and then stall. The rest of the show won't stream regardless of the time allowed for it.

My ISP has checked out my DSL line and says thay it's ok. Additionally, the ISP successfully downloaded a Flash Player file from http://www.thislife.org/

My DSL line consistently runs at 1700kbps download / 440kbps upload speed.

I'm using Windows XP Home. It's kept up to date.

I've got Norton Internet Security. Turning the firewall off doesn't improve my problem.

I've got Spyware Doctor. Turning it off doesn't improve my problem.

I use both Internet Explorer 7.0 and Opera 9.10. Both direct downloading and Flash Player stall regardless of the browser used.

Deleting temporary internet files doesn't help my problem.

I've reloaded Flash Player. I didn't help.

My system is:

E Machines T3256

AMD Athlon XP 3200+

1.5 Gbyte Ram
