I do not know how to set a password for outlook

but you may try using Set Programs Access and Default option under control panel under add or remove programs

I also don't know of a way to ENTIRELY password Outlook. There is however a way to password protect archives. I'd suggest moving all the crap you don't want anyone to see into an archive and pw protect it ;)

you can set a password to the PST file. Once set, everytime you start Outlook, it will open the PST. Since it's already locked, it'll ask for password to unlock the PST ;)
