Most XP disks have a "press any key to boot from CD" option that appears when first booted, but that option can be removed (with nLite, for instance). If the BIOS boot order has the CD drive ahead of the hard drive, that could cause the install routine to start at the beginning instead of booting off the hard drive and completing the OS installation as expected.
