i want to add a desktop shortcut for all users/user in an unattended install

i put the shortcut here $OEM$\$Docs\All Users\Desktop\

and it's not work .Anyone have idea how to make it to work

I use the same method as I set OemPreinstall = "Yes" in my WINNT.SIF and it works.
