Shortcut Creation Problem

Suddenly my system has begun to create shorcuts with the Create Shortcut dlg to default as SEARCH rather than OPEN. How can I fix this? What might have I done to cause the problem?

You can run the TweakUI powertoy from Microsoft (free download) to try and fix this problem.
