Incorrect choice of partition

I am using FullUnattended Windows CD.

I want to install system on the HDD with 2 identical empty 30Gb FAT32 partitions.

Drive letters C and D.

I don't know why, but windows is placed on drive D.

Part of winnt.sif:

[Data]
	Autopartition = 1
[Unattended]
	FileSystem=LeaveAlone

What do you think?

C, the first partition should be empty, primary and active.
