Issue with Text Mode through Network install

My network install works until it reads my txtsetup.oem, which I have to do through F6, because when the drivers are copied from C:\$win_NT$.~LS\AMD64 during the intial copy of files to the hard drive through the 1st GUI before textmode, it says it cannot copy the si3114.sys file, these files are there.

Even when TextMode starts and I use the F6 key to load the drivers from floppy, the drivers seem to load but then it says it can't copy the files, I assume from the floppy.

I have the correct lines in Winnt.sif for MassStorage Drivers and correct files in $OEM$\TEXTMODE.

is OemPreinstall=Yes in your winnt.sif?

because if it is then F6 to load drivers does not work
