Hal.dll is corrupted of missing

when i first install xp using nlite

i got the message hal.dll is missing or corrupted (right after copying the installation files to the HD) and that i need to copy it again

a restart (and then re-install of windows using the nlite) fixed this issue

what can be the problem?
