HTML web form processing

I am looking for a web form processing CGI executable. I would like the program to either save the results to disk (preferably in CSV) or, as an alternative, to email the results. I do not want to install PHP or Perl. I would prefer not to use ASP or ASP.NET, but will if there are no alternatives. What I would like is a stand-alone .exe program that is installed under a CGI type directory that can do this task.

I would be willing to pay for this program if a free program does not exist.

Any suggestions?
