Disabling Some Windows Items

Does anyone know how to do the following Unattended of course.

I want to disable error reporting unattended for ALL users

I also want to remove the display delete confirmation dialog from the recycle bin also for ALL users

Search on this board (or Google) for WINNT.SIF and the [PCHealth] section

This is what I have in mine...
