icons not 'sticking' after restart

Recently I have been using Stardock's Icon Packager to change the default Windows XP icons. Everything works fine, I change all the icons I wish. However, when I restart my pc several of the icons revert back to the default XP icons (ie hdd's, folders etc)

Please note I am also using Aston Shell

I have used a couple different apps, even manually tried editing icons, still same thing occurs. Is there something I am missing? How do I make ALL the icons stick? I have tried rebuilding the icon cache etc, and have evn tried manually editing the icons in the registry. Most icons stick, but a handful just wont.

Perhaps there is a better way to change them?
