Maybe the mode the game plays in isn't able to run @ 85Hz?

The higher the resolution, the lower the refresh rate.

This is not a Windows bug.

Try setting your rate to 75 which is a great rate BTW. Games shouldnt run that high anyways. Youll get better preformance if you lower it.

This is a well known Windows 2000 / XP problem, there's some fixaround for nVIDIA / ATi Radeons with refresh rates set, but nothing beats Win98's "optimal" refresh anytime sadly!
