How to specify the download directory when download the files from any website

I mean the i specify the download directory permanently.... unchagable !!

that's mean the when the download dialog box appear it will only can click the "save" button and cannot use "save as"

and the downloaded file will be downloaded on the specified directory ex: "d:\downloads"
