[Question] language settings

i'm trying to get windows to run in spanish. it's for a small restaurant where the employees don't speak any english and i have the language bar working so the input is like a spanish keyboard but the displayed language is still english. i used a windows help wizard but they never do any good. any insights would be greatly appreciated.
