Which came first Hardware Video or VIVO?

Got a question I am trying to resolve and would like to hear other input.

IIRC the hardware encoder cards (Hauppauge pvr-250 type) came out first mid/late 90's and VIVO video cards started in late 2000??

Is this correct??
