The server service needs to be enabled and running for inbound network connections to work, and the workstation service needs to be running to make outbound connections.

Also, you need file and printer sharing enabled in the properties of your network connection, and the Windows firewall, if enabled, needs to be configured to allow inbound file and print sharing connections at least on the local subnet.
