In admin tools > Domain Security Policy > then look for account policies in which u can specify the policy setting for the password type

I was facing the same prob yesterday :) As soon as i get home i will check the exact menus and post it here for you

Try to look in Domain security policy and then on the left hand side pane check for Account policies

Administrative Tools >Domain Security Policy>

Then Under (on your left hand side of the screen)

Security Settings > Account Policies>Password Policy >>

then in the right hand side frame "Password Must meet complexity requirements" disable it and check the other options available as well like minimum password length etc.

this applies to all new user creaton Domain wide

if you want to make a user for the domain controller to log on locally then same process but a different snap in i.e. Domain control security Policy and same steps
