Can administrator run any process on guest account?

Hello,

I try to develop some user control application. the problem is I ,machine's administrator, want this application to run on guest account and guest user cannot end this process by Ctrl-Alt-Del.

Is there any suggestion about running applcation that guest user cannot close it?

Policie editor to disable Ctrl+Alt+Del ... but can't close anything else !
