The best MP3 "shrink" software application

I have a 128M MP3 player,mainly used for language study (English),I wanna put more materials into it so I can choose freely,so I often "shrink" 128k MP3 to 32K(mono) using "dietmp3",but I am not very content with the quality of the "dieted" mp3s-----but I do have downloaded many good quality 32K22Hz mono dialogue materials, anyone tell me which is the best MP3 "shrink" or "diet" software?

the software on rarewares.com was built based on "lame",and "lame" only works great with NO LESS than 128k MP3s.

BTW: Could you tell me some other "Combined" computer forums? the ones like MSFN but got more "computer geeks"?
