Registry Option:HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesAttachments Set SaveZoneInformation to 1.NOTE:0 = Not Configured1 = Enabled2 = DisabledYou can also set this via Group Policy at the User Configuration > Administrative Templates > Windows Components > Attachment Manager node.
