SecureShell Connection

I am attempting to setup a secureshell connection with ssh 3.2.0 and attempted Putty both installed on Windows XPPro, the DB server is also on XPPro. I installed the MySQL ODBC 3.51 Driver and the following setup:

I try and connect with my ssh client and refuses the connection. I changed the settings to tunneling and the same appeared. I also disabled my firewalls and the built in sp2 firewall as well as making an acception rule and still Connection refused.... From what I see it should be working. Not to mention I added a remote user 'user'@'ip', which should allow me access.

Any suggestions?
