In what context? You should probably explain what you're trying to do a little more as some might see this as trying to override security features that are in place for a reason.

If your trying to override group Policy, weather local or domain based the answer is most likey no. but: a little more info about what your trying to do and why its "blocked" would ne helpful.

you need to be a local administartor to install software. either ask you r admin, or ask for admin rights
