Reinstalling may get rid of it, but I don't see a problem and apparently neither does Windows. Your server is trying to synchronize time with an outside primary domain controller?

Did you do any hardware work that may have caused a problem?You could try re-installing Exchange and that may do it. I had the exact problem a few weeks ago. I was replacing a set of Raid 5 drives which contained the Exchange databases. Stupid me just made a backup of the partition and then restored the backup after I replaced the drives. Exchange doesn't like that. If you replace the drive that Exchange is on, you need to move the databases off the drive, using the utility in Exchange, and then move them back. Hindsight is 20/20...
