there are programs, i suggest searching the forums for previous topics answering your question. Ive tried some in the past, I really liked FinalData although O&O DiskRecovery is very good too.

This article may be of some help. I've used it to recover data from a bad harddrive, but not from a formatted harddrive. It might be of some help.
