This wouldnt happen to be a Dell Inspiron 1000 Laptop would it?

Otherwise, and people may have their own opinions on this, remove all network options except for

Client for Microsoft Networks

File and Print Sharing for Microsoft Networks

Internet Protocol (TCP/IP)

Sometimes the additional stuff listed in there (QOS, Agis, Network Monitor,......) can cause an error like this to happen.

Obviously if you run a network that requires QOS or Agis or anything special, dont remove it, however if this is a home network, you probably dont need it.

do you have a firewall running or just windows firewall. Basically there is something keeping it open.. kinda like how you cant delete a file when it is in use.. you cant disable the interface if something else is grabbing ahold of it.

Try booting in safe mode with networking and see if it still happens.
