If I use this format, http://unattended.msfn.org/global/oemfolders.htm would I have to create a winnt file?

Welcome to MSFN

WinNT.sif must be present if you want a automatised installation.

$OEM$ is proceed/treated only if it's specified in your WinNT.sif.
