"Ordinal Not Found" what is this mean?

i have installed a program that goes along with my cable installation cd, and after that, i can not open some ie windows and some p2p programs. The error message is as the pic.

what does the message mean, and how to fix it?

i ask my friend to send me his Oleaut32.dll file, and then replace the one in my system32 folder.
