More memory is always better than faster memory, period.

512MB of PC133 would still be much, much better than 256MB PC2700 for nearly every use I can think of, save, for example, running a proprietary OS that never uses more than 256MB.

For general windows/desktop use though, you'd see a HUGE benefit from more, slower RAM.
