The wizard which runs on first run of windows

hi all

i know i have been asking alot , but i searched the forum , and didn't find anything , my question is about the blue wizard that comes on the first run of windows for creating users , i tried to make users during the installation as mentioned in the unattented guide

but that was useless , a user was created , but the wizard is still coming !!!

The wizard you speak of is the OOBE Wizard or Out of the Box Experience.
