Software Install Restriction

As an Administrator running Windows 2000 Pro. How do I restrict a regular user from installing any software without my consent? How many ways can I go about doing this? Thanks in advance.

Aren't limited users already restricted from installing programs?

create user acounts and set them to "limited users"

IE not administrators... at least, if i remember right thats the easiest way to do it, i think its the same in win2k, but its a long time since i used it.
