Booting trouble with presario 1700

I try to repair a compaq presario 1700 laptop

with the following error

Error : Target USB device not found.

There is windows 98se on.

But i can't boot from DVD-rom and i can't boot from the HDD cause of this error is there any one who knows how i can solve this

I have treid to install the Usb driver thru dos (can boot from floppy) but that doesn't run in Dos mode
