expanding and recompressing

During OS installation, files from the i386 folder get expanded (like explorer.exe)..

I'm sure this is very basic, but how do i recompress an expanded file back the the original state?

expand explorer.ex_ explorer.exe

and

makecab explorer.exe

[mox]
