You can try,

either

HKLM,"SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon",SFCDisable,0x10001,4294967197

or

HKLM,"SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon",SFCDisable,0x10001,0xFFFFFF9D

Is there a reason why you think that this would belong in HIVESYS.INF as opposed to HIVESFT.INF?

Hence HKLM,"SOFTWARE not HKLM,"SYSTEM

That said, I thought you needed a hacked SFC_OS.DLL, to do this, but since I haven't, I cannot be sure!
