Add/remove

I use dual boot one is windows 98 and windows 2000 both r my favourite OS's. I start connect through windows 98 i got error so i switched to 2000 here i have installed sp4 patchs every thing. Now i can't open my add/remove program from control panel it say sp3res.dll/default.hta line 80 error i opened that file and analysed nothing understandable please help me.
